Apply Transparency/Alpha to Colors, i.e. RGBA?

Is there a way to apply transparancy / Alpha values to a color?

The scenario is that we are trying to build a custom palette to match the corporate color scheme.  The corporate scheme allows for various shades of the colors to be used, i.e. 75%, 50% and 25% transparency of each standard color.

I can only see where the preferences.tps file supports HEX values for RGB and nothing for a transparency value.  I have played with the HEX string and added transparency (in HEX) to the beginning or end of the RGB values.  The colors do change, but not as I expect them to.

I have tried ColorBrewer, but, it does not offer any sneaky way to apply transparency through RGB only
