One possible option would be resolve this would be to copy and paste the data into the Excel crosstab, as described in the second option here:
Users can view the summary and underlying data from within Tableau Server, via the tooltip "view data" option (there are Allow/Deny permissions related to this in the Admin settings as well)
In a crosstab view, the tooltip will display in the "pane" area of the view, so depending on how the view is setup, you may need to hover over a particular area to see the tooltip.
I understand what you want--my reply was meant to clarify that a workaround is to copy the data from the "View Data" option. Otherwise, without seeing your data or a workbook, its difficult to say what is causing your issue.

I am able to resolve this issue.
Cross-tab download takes number formatting what you have setup in Measures in the left panel.
To change this setup you need to right-click on measure name -> Default properties -> Number format.
and choose relevant option as per the requirement.
Simple right , but if you don't know this feather it may become show-stopper like in my case.
Right, that's why posting sample data or a packaged workbook is very important when posting to this Forum--if a workbook had been posted, someone would have gotten to that solution very quickly. Either way, glad you got it figured out--in the future, create a small subset of records to bring into Tableau so you can demonstrate the issue(s) you are having and helpers on this Forum can readily help you.
