Are you publishing these to Server, or only viewing them in Desktop? If you've published to Server, it could be a permissions issue--there are permissions for viewing the Summary/Underlying data.
My data is in a local MC Access DB. When I initially saved as a Packaged Workbook, it didn't work - the data not available error, etc..When I extracted the data and re-saved, it worked for other users, but as mentioned, the buttons for underlying data was omitted. As far as I know, there is no security enabled for this workbook.

I think some of your terminology may be confusing me. I am not clear on where this problem is occurring--in Desktop or Reader?
When there is no option for viewing the underlying data, are you in Tableau Desktop or Tableau Reader?
For Tableau Reader, there is no option for viewing the underlying data, while in Desktop, you should have the option. As discussed here:
In your original post, you say users with "Tableau Reader" can use this option--I believe you meant users with "Tableau Desktop" can view the data, while those using Tableau Reader cannot. This is expected behavior.

Sorry for any confusion - the users are opening via Tableau Reader. According to the link you provided, viewing the underlying data is not allowed when using Reader. This is an issue since users need to drill-down into this data for closer analysis. FYI - the underlying data is Network bandwidth utilization collected at 5 min. intervals. It would be very useful to display the data for the entire day to scan for issues. I wonder if there a workaround for to enable this?
I would really like this data, too. My customers need to drill into the underlying data. Is there going to be a fix for it?
