How to average on the level of data that I select?

I’m simply trying to calculate an average of a column in Tableau. It seems that it will only allow me to average the lowest level of data. For example, when using County, State, DMA, and City levels, what if you had all that data in Tableau but only wanted to average on the state level? Or city level? Etc. I can only seem to figure out how to average the lowest level in the data source. See attached workbook. The Category SUM is correct (well obviously b/c a SUM won’t be impacted by a level of detail) but the Category AVG isn’t giving me the number I’m looking for. I’ve also attached an Excel document to show what number I’m looking for (see separate tabs).

Seems like a simple problem but I’m having the hardest time figuring it out!
