I don't think so... I'm a Site Admin so I set up all of the users and they are all Interactors. Maybe I set something wrong at the Group level when I published the workbook but not all Groups are having the issue.
It is the first time I have tried to set this type of Group Level security. The goal is to be able to let an Exec see everything but each region group would be limited to their region but still have filtering capabilities.
If I can't figure it out i'm going to end up recreating the workbook for each group.
I'm pretty sure there's an issue with your group, project, or user-level permissions. If certain users can see quick filters, while others cannot, that is really the only explanation. If you can post an example workbook, I can try to help you figure it out. I'd open a support case before rebuilding an entire workbook like that--there is no reason why you shouldn't be able to do what you want to do.
I"m not able to post an example but I'm going to look at these group permissions along with some others and see if I can find the problem.
We actually have someone from Tableau that is going to be onsite with us this week. If I haven't figured it out by then I will be asking them about it.

You were correct, when I removed the access to Add and View Comments I must have unchecked the Filter button.
