You'll need to use a dual axis. Reference lines plot the line where the value is. With a secondary axis, you can set a value like WINDOW_MAX(MAX([some field])) to identify the Y-location and then set the mark label to the value.
I've used dual axes but a little unclear where the window_max value can be used to get the max value across two fields and then set it as a Y value.
