I'm finding that if I place items side by side I can use this technique to turn them on and off, but if I overlay them atop one another there is no setting of "floating order" that allows two sheets to alternate using a single portion of a dashboard.

This is possible to accomplish this using layout containers and parameter filtering that is somewhat similar to the example above. Have you found the solution you need yet?

My end goal is to create a parameter that can switch out two visualizations which contain the same metric (a bar chart and a crosstab) to two visualizations focused around another metric. To me it seems that this can't be done because a parameter and visualization have a 1:1 relationship. Has anyone else run into this problem?

The technique demonstrated in this thread is a great example of "swapping". There is another technique called "popping".
We made a video to demo swappinga popping. You might want to check out the popping portion of the video here:
