I'm not entirely sure of the answer to this, though I can't really think how embedding in a website would make it compliant while viewing on Tableau Server would not. After all, Tableau Server is really just embedding the viz on a web platform. But, the following has a lot of resources on accessibility and compliance. The new Tableau 2019.4 Viewer Access Accessibility Report (VPAT) documents the Section 508 compliance of UI in Tableau Server and Tableau Online for viewing dashboards (not for the dashboards themselves). In 2019.4 we dramatically improved the accessibility of this portion of the application. We have plans going forward to continue enhancing the accessibility of the rest of the Server/Online UI for content consumption purposes. Our priority is the accessibility of all functionality available to a user with "Viewer" privileges.
