Make browser culture available via [TableauServerUserCulture]

One challenge when localizing workbooks in Tableau (aka making workbooks multi-lingual) is detecting which language the user prefers. This information is available to Tableau Server. In fact, Tableau Server seems to pass this information from the Vizportal through to VizQLServer, because visualizations use the culture either set in the browser or overridden by the user in their Server settings to drive formatting. Could we expose this information to the designer as a new global attribute (similar to [TableauServerUserFull])? I propose [TableauServerUserCulture], though tbh it could be [NoHabloIngles] for all we care. Just give us this info!
